FREE DIGITAL FLUENCY TOOLKIT HELPS PARENTS GUIDE KIDS THROUGH AI AND ONLINE LIFE

Foundation Layer Institute and CAS Strategies release updated family toolkit and new AI at Work guide drawing on the work of former White House cyber official Camille Stewart Gloster

WASHINGTON, D.C. — To kick off Cybersecurity Awareness Month, Foundation Layer Institute, a nonprofit focused on digital resilience, and CAS Strategies, an advisory firm specializing in AI and cybersecurity, are releasing two free resources designed to help people navigate the rapidly changing role of AI and technology in their everyday lives: the new AI at Work Toolkit and an updated edition of the Digital Fluency Toolkit for Caregivers.

Both resources grew out of the work of Camille Stewart Gloster, a technology and national security expert, who is CEO of CAS Strategies and co-founder of Foundation Layer Institute. Stewart Gloster, author of the best-selling book “The Insider You Built: How Organizations Stay in Control of Autonomous AI Agents,” originally created the Digital Fluency Toolkit to give families ways to talk about technology, establish boundaries, strengthen critical thinking and build healthy digital habits. Foundation Layer Institute later developed and published the toolkit as part of its public-interest work. Both editions are a joint release with CAS Strategies.

The update of the Digital Fluency Toolkit for Caregivers reflects how dramatically the digital landscape has changed. Children and families are now navigating generative AI, AI companions, increasingly personalized digital experiences, and new questions about privacy, trust, judgment and appropriate reliance on technology. The revised toolkit gives parents, caregivers and educators hands-on prompts and activities they can use as those tools continue to evolve including a conversation guide, worksheets, age-specific insights and steps to take if something goes wrong. Unlike family resources that focus only on AI risk, this toolkit covers AI alongside apps, privacy and security, and it starts with parents, equipping the adults kids trust most to cultivate digital fluency, safety and confidence at every age.

The new AI at Work Toolkit brings the same approach to the workplace. It helps employees and leaders decide which tasks to hand off to AI and which to keep, question AI outputs rather than accept them at face value and spot risks early enough to push for guardrails. 

"Societies rarely understand the long-term impact of transformative technology while those technologies are actively shaping behavior, incentives and institutions in real time," said Stewart Gloster, who is also the mother of a young daughter. “We need to give people tools for navigating that change, whether they are deciding how their child should interact with an AI companion or whether an AI system should be trusted with sensitive information at work. Digital fluency increasingly means understanding what technology can do, what it should be allowed to do and where human judgment still matters.”

For Foundation Layer Institute, that means making the knowledge needed to keep pace with technological change accessible beyond the organizations and professionals with dedicated technology expertise.

“Families shouldn’t need to be cybersecurity or AI experts to make thoughtful decisions about technology,” said Nueteki Akuetteh, MBE, executive director of Foundation Layer Institute. “Our goal is to translate complicated questions about AI, privacy, safety and digital life into resources people can actually use. Digital fluency is increasingly a life skill, and access to that knowledge should not depend on where you work, what you earn or how technically sophisticated you are.”
